  • 5 Community Empowerment Cards

Each player receives

(2) $500

(5) $100

(4) $50

(5) $20

() $10

(4) $5

(5) $1

4. Shuffle all Cards separately and place them face down as separate draw piles.

5. Place the Empowerment Point Tracker (pen and paper) near the board next to the dedicated banker.

6. Determine the Empowerment Points threshold needed to win as a group. This could be, for example, 100 Empowerment Points.

Gameplay

Turn Sequence: Players take turns clockwise. Each turn consists of the following steps:

a. Roll the dice and move your token along the board’s spaces.

To exit the starting gate, which begins on the “Juneteenth Begins” space, you must roll one die and achieve a result of 4. Once you roll a 4, move your player token to the “Underground Railroad” space.

While on the “Underground Railroad” space, wait until all other players complete their turns. You’ll resume your turn when it’s your time again.

b. Follow the instructions on the space you land on:

   – Property Spaces: No properties can be purchased until one full lap around the board has occurred. After completing one full lap, players may choose to invest in properties to earn Empowerment Points. Pay the purchase price indicated on the Property Card to acquire it. Each property has a business level (e.g., Sole Proprietor, Limited Liability Company, Partnership Corporation) that provides additional income.

Partnership Corporation, the highest level, has a requirement: players must possess at least 3 properties of the same color before unlocking this business level.

Choosing a Partner: Players who wish to achieve the Partnership Corporation level must partner with the most disenfranchised player on the board, meaning the player with the least amount of total resources (money, property, empowerment points). This choice reflects the importance of cultural cohesiveness and unity within one’s community.

Players who achieve the Partnership Corporation level can choose to exit the partnership by either buying out the partner or acquiring a “Sever Partnership” card from the bank.

      – Buy Out: The player can opt to buy out the partnership, giving the partner player 50% of the money in their hand and 25% of their Empowerment Points (rounded to the nearest whole number).

     – Sever Partnership Card: The player can acquire a “Sever Partnership” card from the bank. Acquiring this card allows the player to sever the partnership but requires them to give up 100% of the cash they have on hand.

Dedicated Bank:

At the start of the game, each player will roll one die. The player who rolls the lowest number becomes the dedicated bank for the game.

The dedicated bank’s role is to:

  1.   Facilitate money exchanges during property transactions and other game events.

  2.   Keep a tally of each player’s Empowerment Points on the Empowerment Point Tracker (pen and paper).

Changing the Banker: If at any point during the game, a player wishes to transfer the role of the dedicated bank, a group discussion can determine the new bank player. This encourages fairness and ensures everyone has a chance to take on this role.

Ultimate Community Empowerment:

When a player owns all four of these community infrastructure spaces: Healthcare Facility, Community Center, Affordable Housing, and Job Training, they have achieved Ultimate Community Empowerment. This allows them to make a game-changing investment in a transformative community project.

Function: When a player achieves Ultimate Community Empowerment, they have the opportunity to spearhead a transformative community project that will leave a lasting legacy. Pay $500 to fund this initiative. In return, gain 10 Empowerment Points and choose one of the following game-changing options:

Education Excellence: Enhance educational programs in your community. Collect double rent from players landing on educational spaces (orange) for the next five turns.

Healthcare Haven: Improve healthcare access. Collect double rent from players landing on healthcare spaces (purple) for the next five turns, and receive $100 each time you pass Go for ongoing healthcare funding.

Cultural Renaissance: Foster cultural enrichment. Collect double rent from players landing on cultural spaces (blue) for the next five turns, and earn $50 for each cultural event or discussion you engage in.

Affordable Housing Expansion: Address housing disparities. Collect double rent from players landing on affordable housing spaces (maroon) and receive $150 for each affordable housing initiative you fund (from the bank that is partnership corporation level).

This Ultimate Community Empowerment achievement reflects the player’s dedication to community development and offers significant rewards and strategic advantages, including increased rent collection and income, as well as opportunities to engage in culturally enriching activities. It aligns with the Juneteenth board game’s emphasis on empowerment, investment, and improving the community for the long term.

Systemic Inequity

– Players will encounter spaces on the board representing systemic injustices faced by Black Americans. When a player lands on one of these spaces, the dedicated bank will pull out the rulebook on Systemic Inequity and roll one die to determine the player’s fate.

Historical Injustice (Slavery) roll #1

  – Effect:

    – Lose 2 properties representing generational wealth.

    – Pay a fine of $200 as a symbolic penalty for historical injustice.

    – Deduct 5 Empowerment Points to reflect the long-term impact.

Jim Crow Laws: roll #2

  – Effect:

    – Lose 1 property due to property discrimination.

    – Pay a fine of $100 for facing racial discrimination.

    – Deduct 3 Empowerment Points to symbolize the struggle for equality.

Redlining: roll #3

  – Effect:

    – Lose 3 properties due to housing discrimination.

    – Pay $300 for property value depreciation.

    – Deduct 6 Empowerment Points to highlight the impact of redlining.

Mass Incarceration and War on Drugs: roll #4

  – Effect:

    – Lose 2 properties due to incarceration.

    – Pay $150 for legal fees and fines.

    – Deduct 4 Empowerment Points to represent the challenges of reentry.

Educational Disparities roll #5

  – Effect:

 – Lose 1 property because of educational disparities.

    – Pay $50 for additional educational expenses.

    – Deduct 2 Empowerment Points to reflect limited educational opportunities.

Systemic Inequity Fail-Safe: Systemic Injustice Square:

– Fail-Safe Mechanism: To symbolize the strength of community support and unity, a player who lands on The Systemic inequity space can roll the dice for a second chance to negate the effects. If they roll either 6 or the number on the die as the banker, they are considered to have the backing of the Black community, and the consequences are entirely avoided.

– **Narrative:** Landing on this square portrays the enduring legacy of systemic injustice but also highlights the resilience of the Black community, emphasizing the importance of unity in overcoming historical challenges.

**Enrichment Cards:** These cards focus on enriching the historical and cultural legacy of the community. They encourage players to engage with their heritage, share knowledge, and contribute to the lasting legacy of Black Americans, all of which are essential elements of the Juneteenth game.

**Heritage Cards:** These cards represent opportunities for players to celebrate their cultural heritage, promote unity within the community, and honor the historical legacy of Black Americans. They highlight the harmony that comes from embracing one’s roots and sharing that heritage with others.
